Believe it or not, I was about to open a thread like this. And here is the worst part, my AP has been approved 10 days ago, and so far neither the online status changed to approved nor i have received the approval copy. 2 ways I found out my AP was approved was through my local congressman and I took an infopass appointment. In the info pass appointment when I asked what is causing the delay in sending an approved AP, the officer says, if you did not get the approval notice in 45 days, call us back. This after waiting for more than 90days from the date of application. So, its not there until you have it in hand. Merely getting an approval these days is not enough, since they take anywhere upto 45 days to send the approval to you.

I have a sister that lives in Beaconsfiels (on the island of Montreal) - so I know what I am talking about ... been there many times.
Depends - do you speak French. If yes, Montreal is outstanding. If not, then TO (said "T" then "O" (not zero)) (or Toronto), is more likely desireable to immigrants. It is extremely multicultural, economically not dependant on a "referendum" (French trying to separate sending the economy for a spin).
Housing in TO is somewhat expensive - remember, that it is the 4th largest city in North America. Look also at Alberta (Edmonton & Calgary), and British Columbia - again housing is very expensive here. May wish to also consider looking at Halifax in Nova Scotia, but most likely will not be your choice. A city like London or Kitchener, Ontario is great - just need the skill set to get a job there.
Conclusion - Ontario is most likely your best bet (and the weather is better than Monteal by a long shot)

Almost all the AC21 denials that I am aware of have been successfully reversed if you think that is the case.
Do not expect any valuble information from USCIS when your date is not current.
They can give the following if you go for infopass : name check issues, address change issues, FP issues, (if u r lucky they might tell u that it is preadjudicated) etc...
As an alternate you may want to contact the Ombudsman and explain in detail about your thoughts on this cryptic letter and request for "proper information"
As another alternative - contact your law maker. Go to your congressman's office and show the cryptic letter. Tell them you are concerned, you have family and followed all rules properly and curious to know if there is anything wrong that is going on that you might not be aware of and would like to correct it.
A proper response will give you peace of mind.

I understand that Immigration bill is not an easy one to pass. If it is being introduced again, hopefully they are not going to have the exact same wordings. I am sure they would have learnt something from the previous failures and come to some agreeable compromise.

If employees are not reporting fraud commited by employer because the employee want to come to US..then they are party to the fraud and hence Consulate are trying to ensure that valid employments are allowed.
If they have comeup with some requirements it would have been based on analysis of fraud reported by USCIS's H1B program itself + ICS raids + others.....
If the H1 petition says your annual salary is X and your W2 show less than that how do you explain it? It implies either your were out of work or paid-less than promised which implies that there is a potential of employer committing a fraud....
