Did you file for I-485? If so, what is the address mentioned in the I-485 application? If it is US address, then you should be residing at that address.
I-485 application indicates that beneficiary is residing in the USA and applying for adjustment of status.

The address on 485 is a US address. I was in Jersey City when my firm applied for 485. However, subsequent to 180 days of filing, I transferred to Detroit practive with the same firm. And, I provided my cousin's address in Detroit where I lived temporarily. Subsequent to that, I moved to Windsor, Canada, because it is a nicer place to live.
I did consult with my attorney at that time, and she suggested that it is fine for me to live in Canada.

While no doubt, getting PERM approved is difficult at this time, it's not impossible (I have a few close friends who got them approved recently in EB2 though they had to wait a long time for it) and giving it a shot is well worth it if things work out in OPs favor.
I think ur friends PERM got approved becuase they filed before this economic depression. meaning, when the recruitments efforts were made for your friends case there is not much unemployment and might not have received any resumes. And I believe DOL check when the labor filed.. not current time.. while approving or denying it. So as some one mentioned now its not the case.

My wifes' application is in the same situation (though mine is clear). I sent (through attorney) proof of check encashment from the bank and also a new check for $70.
Attoney gave these options
1) Send ONLY proof of check encashment - This could lead to delay in Processing till they find the locate the missing check and account it
2) Send proof of check + $70 - They may or may not encash the new check. If they resolve the issue without encashing the new check, it's well and good. If they do encash it and the issue is resolved - well, it's still better than her application getting rejected over $70 [ Of course MTR and other actions can be taken, but didn't think it was worth it]

I received receipt nos. from CSC. Later i received EAD also. Today i received mail from USCIS stating that my case is transferred to Nebraska. :(

On the first page of 485, my employer put his address.
So I am guessing the 485 receipt will go to him even without any G-28.

That is possible. Since they don't need your signatures on each and every page of I-485, they can do that without your knowledge and have USCIS send all communication to them...

I can not convince my self about one would not get job forever. Few of my friends struggled for jobs for about six to ten months but then they actually got good jobs and that is even in industrail engineering area with indian experience.

I know it sounds unbelievable but no one complains about workload, having to sacrifice qaulity time with their familes, paying too much in taxes or car insuarance or similar. Moreover, they can afford to have vacation twice a year and they all have families, purchuased real estate and the likes.
In fact, in my home-country, coming to the US on H1 visa and then getting EB green card is literary unheard off. Very very few souls came via that route and not all succedded in getting their GC

If someone has EB2 application, and EB2 is unavailable, but their EB2 PD is current with respect to EB3 visa bulletin date, will USCIS allow an EB2 to take an EB3 slot?

I took an info pass last week to check the status of my case. Specifically to check whether the interfile is success or not. IO at USCIS office mentioned that she cannot check whether my case is in EB2 or EB3. I am surprised to hear that. Gurus any has this kind of experience?
Also, She mentioned that my case is assigned to an Officer on August 13th. Do any one has any info how many days(on average), an Office will take to approve a case. Any info. is helpful to me and all.
Overall the Field Office people were polite.

Friends I think a great injustice is being done to NSC filers , their applications are taking months for ead and ap, while TSC filers are getting ead adn AP as soon as they get receipt, do you think this will improve for NSC in future, at this time looks like august NSC filers will haveto wait till the end of the year for EAD,ap, which is sad.

If you want to wait until approval, file H-1B premium. If you have skills and its "bonafide job", not much risk for H-1B denial. Note, H-1B visa is not for speculative employment.

Documents I have sent,
1. Cover Letter
2. Receipt Notice for online EAD filing
3. your earlier EAD paper in which your EAD arrived ( if this is renewal)
4. Your 485 Receipt Notice
This should suffice.
P.S I have already done finger printing.

As pointed out before, if your employer is unwilling to "sponsor" you (i.e., not willing to sign a support letter), then you can go only with either EB1-EA or EB2-NIW. All other categories, including EB1-OR require sponsorship from the employer. In general, the lowest non-retrogressed preference level is the best bet. If you were born in Egypt, then that is EB2 (standard EB2 sponsored by your employer). For people who were born in India and (mainland) China, it is EB1.
